New York Medicaid telehealth billing update  

​​For dates of service beginning July 1, 2025, New York providers must use modifier 93 instead of modifier FQ when billing eligible Medicaid audio-only outpatient mental health claims.  

​Review the Office of Mental Health Telehealth Grid.

​The modifier change aligns with Centers for Medicare and Medicaid Services billing practices and helps streamline processing for claims that cross over between Medicare and Medicaid.

How claims are submitted remains unchanged. Submit claims digitally through Electronic Data Interchange (EDI) or the Provider Express secure portal. For additional guidance, please review these claim tips and resources.

If submitted through EDI, claims should be billed using either EDI 837I (Institutional)/UB04 or EDI 837P (Professional) with Payer ID 87726. For EDI support, email us or call 1-800-210-8315.
